Call for participation
The Agora Initiative on Lifelong Learning is part of a process of revitalisation of the strategy of the International Federation for Information Processing (www.ifip.org). Taking into consideration the evolution of IFIP’s work since 1960 there is a growing need of collaboration with partners (international bodies and institutions, industry and business, key decision makers, member societies). As we start moving from an informatics society to an information or knowledge society we see transversal themes emerging, that are not just technology based. Examples are the themes of Lifelong learning, Security and Trust, Ethics and Citizen Education that have been discussed at the Summit on the Information Society, both in Geneva and Tunis.
The Agora Initiative (www.ifip-TC3.net) aims to implement a dynamic methodology for initiating cooperation projects on Lifelong Learning with stakeholders such as UNESCO, UNITAR, the Digital Solidarity Fund and other IFIP Technical committees. The methodology takes into account that there is not one solution to Lifelong Learning and also that a lot of preliminary work still has to be done on issues such as reference competencies for LLL, e-portfolio and competency recognition, before effective implementation of LLL can be made a reality.
The importance of the concept of lifelong learning is illustrated by initiatives such as «Jean Monnet» of the European Union where an integrated approach is aimed at creativity, competitiveness, employability, personal fulfilment, social inclusion, etc. As ICT is a lifelong learning enabler, issues such as the ‘Digital Divide’ (Digital Solidarity Fund) and Open Source resources and education (UNITAR) are related.
The IFIP Agora seminar will provide a forum for:
• Sharing knowledge,
• Facilitating networking of stakeholders and developing synergy,
• Outlining cooperative projects to address the issues in the framework of main international programmes.
Aim of the seminar
The 2007 IFIP Agora Seminar follows the 2006 Agora Planning Meeting in Poitiers, France where the outlines of the Agora Initiative and associated projects were developed. The 2007 seminar will focus on creative new services associated with mobile communication, mobile computing and Web 2.0. These new dynamic services will impact on how organisations and workers operate. New competencies will be needed and new ways of lifelong learning to develop these competencies.
Within the Agora Initiative framework there is a need for collaborative projects to explore new lifelong learning arrangements made possible by the new dynamic services. These projects will have to take account of “e-readiness factors” (The Economist/IBM) that to a large extend determine the feasibility of innovations:
• Connectivity and technology
• Business environment
• Consumer and business adoption
• Legal and policy environment
• Social and cultural infrastructure
• Supporting e-services
Input to the seminar
The seminar will be an interactive exchange of ideas, experiences and project proposals. Input from other players in the field will be available from a global questionnaire into key issues and key questions related to lifelong learning in the following areas:
1. Technology evolution
2. Social aspects/impacts
3. Digital Divide - Inequity
4. Sustainable development
5. Access for all
6. Trust and Confidence
7. Privacy and Data protection
8. Misuse - Ethics - Deontology
Results of the seminar
By attending the seminar you will be aware of the state of the art. You will have enlarged your global and regional network. You will be part of a new partnership or project related with lifelong learning. You will have refined an existing project proposal or elaborated a new one. You will have tapped the knowledge resources available on lifelong learning and ICT.
Invitation to participate
The IFIP Agora Initiative seminar will bring experts from the Asian region together with experts from IFIP. The focus of the seminar will be on the exploration of the fast development of mobile communication and computing in China, Japan, South-Korea, etc. and its consequences for Lifelong Learning. Also projects and developments in the IFIP Agora Initiative will be presented by IFIP experts.
